Yes, that sounds right. 2 inches should be plenty of excess, but if you continue to have issues, let us know.

The pouches are included with the Ranger LTD, but are options on all other BCs.

Some people think they are "must have" items, but others think that they are not a neccesity. I, personally, rarely use them - and I have never had an issue where the weighs drop out.

I use the "sea pearls" and never had a problem....and my ranger is held together with zip ties.
 
I dive the Ripcord system and havent seen even a one pound mesh weight(I assume you use softies?) make it out of the openings. Is it possible the cord wasn't actually threaded through the last loop? There is a little tab to tuck each cord into after you thread all the loops. I suppose if the weights are meant to be dumpable in an emergency, you don't want the ripcord giving you tooooo much resistance when you pull the handle.
 
I use a $1.00 mesh bag to hold my mix of soft and hard bullets then put it in the pocket. Bullets take up much less space than soft weight, but will slip out the bottom if not in a bag.

I don’t understand the policy of not supplying the yellow pouches with a rip cord BC, but I never paid the $45 CD they charge for them, the mesh bags I use are in they 8-9th year and work fine, plus they cost next to nothing.
 
Good to know about the bullet weights. I have used both hard and soft and never had this issue even before I started using the yellow bags.
 
I like having the yellow bags just so I can hand them up to the boat when getting out of the water. Most of the time I have black loops on the bags sticking out of the BC zipper so I can grab them before unzipping the pocket.
 
Just so you don't think you're nuts, I have had the end of the ripcord come loose on my Ranger. Not a big deal - just re-threaded it, but I did drop a yellow weight pouch before entering the water. I'm not sure how the cord came loose (I haven't ever pulled the ripcord), but I now check to make sure it's fully threaded from time to time. If the weight is going to fall out, it's almost certainly going to happen before I get into the water, so I don't worry about it too much.

As far as not including the yellow pouches (and thereby increasing the price of the BC), I don't see anything wrong with selling them separately. If you're budget minded, there are much cheaper (though less aesthetically pleasing) alternatives to the pouches. I've rigged together more than a few ugly-but-effective solutions when my yellow pouches got left in my garage. If you're not budget minded, you can pay extra for the fancy pouches.
 
I use the yellow thingies to hang my weights on the ends of the BC hanger. When traveling I just stuff the lead into the pocket.

I love the Zeagle system because it will work with or without the yellow thingies.

I must give full credit for the technical term "Yellow Thingies" to Larry @ Scuba Toys. :D
 
The yellow weight Zeagle Bags come in two different sizes is why they probably don't come with the BC. Have to buy the bag that fit's your needs. I have both just in case.

I had always thought the different sizes were for different sized BC pockets. I have the big pouches, but they've got velcro inside that allows you to shrink the free space in them. For example, when diving in tropical waters, I usually just put 5 lbs of hard weights in them, which fit tightly in the pouch with the velcro zipped. I don't see any need to have two different sizes (though I do, because my girlfriend has a Zena that holds the smaller pockets).
