I have 2 Sea and Sea YS01 strobes attached to my housing via fiber optic cables. When I take a picture, the strobes fire but the image is not illuminated. I've tried different settings but still the same results. Please help!

SWAG: most common user error that matches your limited description is setting the strobes for no preflash and then using a camera setting that utilizes a preflash.

The camera is a Canon S-100 in a Fisheye Fix housing.

On the S100 there is no pre flash in manual mode.
