In theory, I agree with doctormike. In personal experience and practice I do find that medications and procedures to relieve nasal congestion do help with ET clearing. It's not major, but it is noticeable, for me anyway.....but, I am hyper-sensitive and aware. Some divers can't tell their ear canal from their ET.
