Just an update: The scooter was not in good usable condition as received. One of the two seal surfaces was severely compromised. Additionally the battery was not as described - older and not maintained. This seller should not be trusted in the future.

I was able to have the body repaired using a robotic laser welder (thin wall aluminum). Luckily I have access to a piece of welding equipment costing hundreds of thousands of dollars, good thing as the head of engineering for a major injection molder and tool shop I was able to salvage this purchase. The buyer made no practical effort to re-mediate this transaction.
