Hi Folks!
Was wondering
  1. What is that piece which is delivered with my wing and what is its use?

Top looks like a single tank antiroll piece that Velcro's to the back of your wing in the center
 
See if there is a correlating strip of velcro around the longer cam strap openings...then attach it lengthwise accordingly
 
That notch on the buckle would make for a pretty ineffective and inconvenient bottle opener. The best I've been able to find, supposedly quoted from a Scubapro representative, is that the notch is a legacy design from the days before modern BCs when divers wore horse collars and strapped the tank directly to a harness with shoulder straps and a crotch strap. The crotch strap somehow connected to that notch, and the diver would ditch both the crotch strap and weigh belt together. Being unfamiliar with equipment that predates me, I don't understand how that worked at all.
