Your title seems a bit misleading - I think most people would assume a free dive trip "to" Palau includes air and hotel.

As noted by Damselfish, I have tried to edit the title of the original post but could only edit the body of the post. There is no intent to mislead folks. I would expect any one interested in entering a contest to win a $1900 dive package would take a moment to read the includes and excludes. Sorry for any confusion.
