I dont care too much about color but would prefer something a bit less "harsh" ill say. I did not want to have plain old exposed lead. I thought about painting but she is using my LDS weights which are painted and it is flaking off all over her gear so I was trying to avoid that as she has orange paint flecks all over I need to clean up now. Maybe I am being to picky.

I could do that, do you know of a source for 1/2 pounders?That's why the clear coat over the paint to protect the paint. The clear chips before the paint does. That's how I paint tanks.
Then there soft weights also.

Yep she is rail thin with very little body fat. She gets chilled long before I do. She is in a full 4mm suit. This is in the pool now so in salt she will probably require 1 more pound.With that little amount of weight, it sounds like she is really lean and in warm water. Fresh or salt? Is she in a skin, shorty, or full suit? Instead of adding trim weight towards head, you could add trim buoyancy towards legs by moving to full suit if she isn’t in one already. Another alternative could be rash guard top with thin neoprene leggings.

She has dump pockets and either will work on those. I don't know of any good way to attach a soft weight to the top of the shoulder strap.
I have, and she has one, but she needs the weight higher up, like right up around the neck area, so something that I could clip right to the top of each shoulder strap works. I cant think of a good way to clip to lights up there that would be easy for her to use and put back as required.
This would be my quickest and simplest solution but I run into an issue. She has the Deep6 signature regs, and they stick out a good bit. When I try to shift her tank up she bangs the back of her head and doesn't like it.
An ankle weight works but if I have her get neutral and tell her to not move she rolls over, so I'd like to get that weight lower on her to prevent that. Rather than take a single 1lb off the tank and move down it would be great to have some quick clip 1/2 pounders I can just clip on to her straps unobtrusively where she needs them

You could always ad a couple of small trim pockets as I've shown in the attached...
These pockets are inexpensive...can be installed vertical/horizontal/right side-up/upside-down...if you want easy dumping...
