I'm usually cold. My dive buddy will dive in Tshirt & swim trunks down to 68deg. Me, I'm in a 3mm at minimum (even in 88 deg), 7mm for anything below 75ish, drysuit @70deg. And I spent my first year in SoCal 50s-60s in 7mm with a 7mm core warmer (equal to a 7m FJ/jacket setup).
My point is that everyone has different temperature tolerances.
I've rarely gotten "hot" in the water in any wetsuit. The few times I felt warm, I just tugged on the neck to let in a bit of water.
Now, standing around on land, those suits can make you feel too warm even dizzy. That just means, GET WET fast.
I would rent whatever your instructor recommends for the environment you will do your check out dives, make sure it fits you well. After that, take your time and invest in the appropriate suit for the appropriate task. Some surf suits may compress more at depth losing some of it's warmth factor. If you are active in watersports, you will probably end up with a wardrobe of exposure protection.
