Which Rubber Cement? Mask Skirt Repair.

I just don't log dives
I have a scuba mask with a 1/4" tear on the edge of the skirt.

What is the recommended "rubber cement" to use to glue this skirt back to functional level.

The rubber cement should be waterproof, tough, elastic and very soft. Let me say a again. Very soft.
 
Cyanoacrylate or an isocyanate compound.
 
cyanoacrylate is super glue. that won't work.
isocyanate is wood glue. that won't work.

neither is soft nor flexible.
 
I'm into DIY but I've never seen an effective repair of silicone with glue.
However this product does appear to be worth trying:

Fix-Sil Silicone Adhesive

I still suspect you'd be better off getting a new mask.
 
Cyanoacrylate is super glue. That glues rubber incredibly successfully.
Isocyanate is a compound of chemical rubber that when cured exhibits all the properties you require.
You can glue wood with rubber but you can't glue rubber with wood.
Then there is latex.
Gilligan's glue glues wood and rubber however is not partial to H2o.
It all works for me.
But for you I suppose it depends on flexibility.
