Have a look at Egypt: Not Hurghada but South of it (e.g. Soma Bay), Marsa Alam Region, Sharm el Sheikh and Dahab.
Plenty of options.
And cheaper than the Maldives...

Only on LoBs and high class resorts.

I have several Filipino friends that go there several times per year and they are not wealthy divers by ay means, although airfares will be a lot cheaper that the UAE.

They stay in local places sans alcohol such as homesteads and there are other options all close to Male.

you'd be surprised. my wife and i have been doing some research and there are a lot of discounted lodgings to be found. I mean, its not my usual $30 per night and $30 per dive Roatan trips but for what you're getting, its not horrible.

we did find one villa with a private butler for $170,000 for 6 nights if you're into that sort of thing. personally, i've never had that much money at one time in my life.

Depending on your definition of warm, I would consider Red Sea for a bit of everything, Malta for wrecks, Sardinia for caves, Liguria for wrecks.

If you get hypothermic enough the snow starts to feel like warm sand.
