I completed my classes a year ago in a dive shop located in New Jersey but did my check out dives in Roatan, Honduras, and I'd say it was the best thing I could have done. They really took care of me and some other new divers and we had two divemasters stay with us the entire time while more advanced people went exploring with the other divemasters. The reefs around West End were extremely easy to dive as well with great visibility and low current.
As for the home turf approach, it really depends on what kind of diving you want to pursue in the future. Are you going to travel to the tropics to do warm-water diving? Or are you okay with diving locally where it might be a little colder in lakes or quarries with lower vis? You can always 'condition' yourself in warm waters first and then test out the waters around your area once your more confident with your skills.
