if, and i stress IF, the east end is the right place for you to stay, i would definitely recommend the reef over both compass point and morritts, based on what you are looking for. beautiful beach, couple of pools, and all units are beachfront. small fosters grocery in walking distance, as is a new italian restuarant and also the beach bar at the reef and restaurant at morritts, also tuka a short distance away which will pick you up. red sails are just up the beach for watersports stuff and have a great dive team there (a world away from their colleagues on the seven mile beach side). last time i stayed at the reef they had kareoke which was real popular, but not much else in the way of night life and of course its a long ride to town. they do AI too although i didn't opt for that. if you can stand to give up a little of the nightlife in return for everything else, the reef might be a good option for you
 
I think a lot of this depends on the "night life" that the OP wants to be close to. Morritts is quite a drive away from what I would refer to as nightlife on the island - as you said, it's "tranquil", which wasn't on the list of requirements - quite the opposite... :-)
…hmm…"Nice pool. I would like to be able to walk to restaurants and a grocery store. I would like something that is near activities, kayak, water sports, and night life. How expensive is GC overall? I would like to keep around $400 a day total expenses. Is this possible?
The trip will be me and my gilrfriend. I like seeing the "local" island, but also not having to worry about safety." 9 out of 10 of his requirements are met…and there is some nightlife. Barefoot Man regularly entertains at the Reef and there is some music on other nights without having to leave the resort. Unless you get away from the West End, you're not going to experience the "local" island.

The Reef is very nice. Just for the record, the Reef and Morritt's share the same stretch of beach. Morritt's has three pools. Two with swim up bars. The Fosters, liquor store and Dunkin' Donuts (with free wireless) are in Morritt's Shopping Center. Red Sail is at Morritt's, but I recommend Ocean Frontiers. Compass Point is really quite removed with no beach.

It all depends on your budget. The Reef is nice, but it isn't anywhere near $750/week. I checked their website. A room for two for mid-February starts at $270/night and they want $650/night for two with the AI option.
