Alona Beach is probably your best bet. The sanctuary right in front was pretty good with the schools of cudas and jackfish. Balicasag and Pamilican Islands are a bit further off and require at least half if not most of the day.
There are many dive shops there you can contact. A quick search here will yield plenty of results on Alona beach and what dive shops we have used (Philippine Island Divers, Bohol Fun Divers, Alona divers....).

Go to Alona Beach, hook up with one of the many dive shops in the area and go to BALICASAG Island.

I agree! Alona Beach is the greatest. My wife and I were there in Feb.; not enough time. You'll love it. Try Baywatch divers at the east end of the beach baywatchdivers@yahoo.com we dove with Vernon.
