What's the deal with lift bags?

dont lift a car. you never know why its down there, and you probably dont want to encounter the remains of a dead body inside or under it.

Are lift bags rated for the amount of positive bouyancy that they provide or for the weight of the object that they can lift? in or out of the water?...

Out of water.

In the USA they are rated by the weight in pounds that they will lift at sea-level to a height of 1 foot when filled with helium. In the rest of the world they are rated by some wacky formula based on how many liters of water they will hold (except France, which has it's own formula based on wine volume).

But you can get the equivalent of an overfill if you use hydrogen.
