A friend of mine recently finished a wreck diving course through an independant dive instructor. He paid for (and completed after many months of being fobbed off) the course and has not yet received his cert card. He rang the instructor only to be told that he (the inst) could not afford to send away for the cards. I told him to ring the organisation the inst was registered with and complain loudly. Has anyone else had a similar problem and how did they resolve it?
 
I have luckily always had a private instructor and have never had this problem. Of course, I know where he lives. :)

The student should contact the certifying organization immediately and report this behavior. He paid for the course, passed the course and paid for the card. That means he paid for the instructor to send off for the card. I believe any certification agency would correct this problem.
 
yeah - definitely contact the agency. If he did it through PADI he should have a temporary card this will have the instructor number on it (provided he is legit - I do hope he is) and then sit back and watch the fire works....

Before the internet they used to say if you have a bad experience you tell on average 7 people - now add a lot of zeroes, that might concentrate the instructors mind a little
