What to do?!!!

Hi,

I'm looking for a cheap but effective digital camera for use above and below the water.

My requirements are:

Long Battery Life
3.2 - 5 megapixel
Manufacturer Waterproof Housing Casing
At least 4x zoom
Cheap ie., around 200 euro for the camera and 200 euro for the housing.
Diving to open water depths only
Video ability (short approx 5mins)

Please could someone suggest options to me either from their experience or of others. I know much comes down to personal taste, but its hard to get a really good idea off the web (theres sooo much info to wade through!!!)
