I saw this in a proposal to replace the Ocean Simulation Facility at the Experimental Diving Unit. Dont worry, there will be at least another $10 million in engineering studies before it goes out for bid. They need to make sure the spray bottle goes out of production before it actually gets built.

Well, it's either a full-body condom or a "portable ocean experience", for those who can't stand not being wet and using a regulator on a regular basis, but can't actually go diving.
