What is this creature? Most of its body looks like it's in the sand

Definitely clam siphons. Where was the picture taken, Roy? I'm not very good at identifying bivalves, especially those that live within the substrate as infauna.
 
These were taken in Monterey Bay at a dive site called Anchor Farm.
