What Is RFE 65?

I just got a Faber ST85WH that has marked on it "RFE 65" I believe this is the regulations that govern something about this cylinder, but I don't know what.

Where can I look up the RFE 65 and read more about it?

Some googling with Rejection Elastic Expansion (instead of REE) found some good information.

From a Luxfer Inspection Manual:

Elastic expansion (EE) is the difference between total expansion and permanent expansion at
test pressure. If cylinder expansion exceeds the rejection elastic expansion (REE) limit shown
in cubic centimeters on the cylinder label, the cylinder must be rejected.

Actually, the cylinder does not get rejected if it exceeds the REE, it just does not get the plus rating. At least that's the case with LP 3AA tanks. To be honest I've never heard of SP tanks or AL tanks having an REE number.
