Why do all my pics look like this but in the preview look normal?

You have an "effect" turned on. Cartoon affect, or something.

What make and model of camera? What kind of software to view the pictures?
 
Camera is now sold going through old memory cards. It was a sony RX100M2 and I am using Lightroom. Is there a way to delete the effect?

It's got nothing to do with software and everything to do with file format. Are those pics jpegs, or did you shoot raw?

If you shot jpeg, you're probably screwed, if you shot raw, you should be able to remove the effect.

So cameras can shoot and apply the effect straight off the camera? Ugh.
 
If they were recorded as JPEG files with that effect applied, it's too late to change them back as that's how they were recorded. If you have the raw files, just click reset in Lightroom in the develop module.
