I've been using this great housing for years snorkeling and now am going to scuba dive with it. I know that I should add weight to make it neutrally buoyant but have run into a snag.

The chart on the Canon site shows that this model only needs 1 of the 4 weights that come in the horrifically-priced (over $30.) weight kit.

Has anyone tried just supergluing a quarter or two somewhere or running a bolt into the tripod socket?

Fender washers from the local hardware store should work just fine. Just be sure they are galvanized or well plated.

When I had used a Canon OEM P&S, I did not mind it being just the slightest bit positive. A little positive is better than negative as long as you can keep the leash attached to your wrist.

You can also try Lead Tape ... add pieces inside with double-sided tape. Sometimes you can find the tape with adhesive on one side. It's available online or at golf and tennis shops.
