I find for the Tropics...like Florida, it's always going to say chance of rain, or 40-50% scattered showers...but this is a CYA forecast for the most part. Even if theirs not a cloud in the sky:)

LOL. So you'd rather have an arbitrary person in an arbitrary location look out their window, and assume persistence? Ok, if it works for you.
 
Here in Cozumel we normally use our outdoor Texas Rock rain gage. Just place it outside the window and observe.

If the rock is: wet=rain dry= no rain

IN seriousness we use www.wunderground.com and locate CZM. Looks like 40-50% chance of rain at any moment, at any spot on the island. That means normal and don't worry.

For port closures due to high north winds we use www.windguru.com

I just arrived from the mainland today. It was pouring buckets when we left Playa del Carmen and the ferry crossing was rough. Got to Cozumel and the rain had passed. It's overcast, humid and there's a slight breeze.

HA, why yes I would..not arbitrary, but a fellow member here such as Dave...thank you Dave. I took 4 years of meteorology and the best observation/forecast comes from the ground at the location:)..Of course, I can pull up the charts and start forecasting myself, but I would come up with the same predictions the web offers:)...
 
High humidity (near 100% at moment.)
Light wind from the east (3-5mph in town)
Clouds as pictured 15 seconds ago.

Local octogenerarian (estimated age, not myself) expects a few showers.
