Personally, I don't think quarry diving is challenging. The cold is uncomfortable but you don't have challenges such as complex navigation, currents, surge. And you really can't get lost in the average quarry.

The worst divers I've encountered have been in the Florida Keys. I imagine that Hawaii may attract lots of resort divers as does St. Thomas. You'll see some resort types in Cozumel (more likely Cancun), but I don't dive with them. In Bonaire almost everyone I met was a very experienced, serious diver. You don't make a long trip to an island where there is nothing to do but dive unless you are serious about diving.

The perception that the tropics attracts only resort divers is false.
