im sure this has been mentioned before but how about using a pressure washer underwater

Consumer-level pressure washers are not powerful enough to work well underwater. They cannot easily overcome the ambient water pressure. Commercial divers do use water jetting equipment, and these devices can cut cut through steel (and your fingers.)
 
yes i've used water jetting before, i wasn't sure if anyone has tried to used an actual pressure washer and has had success with it
