What's wrong with the 1st and 2nd stages that require service?

Nothing is wrong with it. It simply has not been serviced or used in a few years. It will need a rebuild before diving with it.

I just bench tested the regulator.

The intermediate pressure of the 1st stage is at 143.

The 2nd stage free flows a bit if the adjustment knob is all the way open.

After a quarter turn tightening of the adjustment knob the free flowing stops and the the cracking pressure is right around 1.2 on the magnehelic gauge.
