You are indeed on the right track with nuclei forming even without supersaturation. Naturally with supersaturation, they will have a longer lifetime. This is true in the prebreathe studies.
Synovial Fluid
There does not appear to be good evidence that joint-pain DCS is the result of bubbles in this fluid. You can crack joints and produce a gas phase (the vacuum phenomena) and you can inject fluid or air without the production of pain.
However, the connective tissue such as tendons and ligaments are sensitive to stretching. If you pull hard on these, it hurts, e.g., bending your wrist back (or putting someone on the rack). In addition, they hurt when they swell (e.g., a swollen ankle) or if fluid is injected into the tendon or ligament.
Some researches do believe that bubbles in joints can elicit pain. I do not see how this is possible however.
