I can see how this translation can be confusing. The very first line "Two divers rose to the surface..." is the opposite of what the original source reported, which is the two divers actually didn't surface.

The rest of the article captures the gist of what happened. Three divers planned a 20m dive, then one of them performed an emergency ascend. Another group of divers who happened to be there descended to look for the other two but couldn't find them. The two bodies were found by the emergency response divers the next day at the depths of 34m and 40m. At the time of the writing only one body (from 34m) was recovered, the gear of that one deceased diver was inspected and "was in working order". The source doesn't mention what gas was used (although for 20m dive I would suspect air), what the qualification of the divers was, what the purpose of the dive was, were the weights ditched, or anything else that could give any clue as to what the cause of the accident was.

Could the altitude of the quarry that they were diving have been a factor? There are ski resorts in Kemerovo, so the quarry could have been at a high altitude. But with these men's experience, I would think they would have used the altitude dive table adjustments.

If you don't train in a group of 3 you shouldn't dive that way. 3 is a preferred GUE technique because it allows for a diver who is not involved in an emergency to help and keep the divers involved in the emergency out of further trouble.

Google says the nearby vilage is 200 m above sea level, though that doesn't mean the quarry is... The reporting is bad as usual, including claims of 30 m max. depth in one place vs. 70 m in another, and 49.7 m apparently recorded by one of the computers.
