First, I'll admit that I'm no ichthyologist, but from observations, Morays have three rows of top teeth, fairly irregular, with the center row being somewhat pronounced. Maybe we could have this addressed by some of our notable fish experts here on the board.
 
I've only done a few dives off the cape and long ago, but my understanding was yes. I remember being specifically warned about one feisty fellow known to come out after divers if you swam over it's hole too closely.
