Remember, folks, that we are dealing with the Japanese authorities with various contradicting laws, rules, and regulations.
The military people on base do not play by the same rules.
For example, by using DOT tanks, one of our friends on base gets them filled with his dive club compressor.
However, the same tanks off base could not be legally filled by a Japanese dive service due to the lack of KHK (Japanese High Pressure Gas Regulatory Agency) stamp.
All fill stations in Japan must adhere to strict procedures, etc. and have a person with a high pressure gas license to operate.
Oxygen is still considered a medical gas but there are a few places where you can get 100% O2.
Trimix? Well, let's just say that we're not there yet. It took a long time to get to Nitrox and I don't see Trimix becoming readily (easily) available anytime soon. It is available but as Jonathan already stated, very expensive.
