Are the trader Ratings currently working or I am doing something stupid?

Trying to leave feedback for a member I recently bought an O2 analyzer from and keep getting an error message:

OK,got it to work .Used Internet Explorer Instead of Firefox. First try explorer gave me an error that my message was too short,so that was probably the problem.
