He thought the average tourist couldn't find the door. Do you like the guys in the restroom that get your paper towels for you?OTOH I was leaving Mega a few months ago, and when I got to the bottom of the slidewalk and headed for the door a guy stood in front of me and said "taxi?" I nodded, but I didn't need him to do anything; the taxi stand I was going to was right outside the door. I wheeled my cart up to the taxi, put my bags in the back and got in the cab. The guy had followed me out and was standing there, expectantly. Tip? I don't think so; it was more like he was trying to charge a toll for letting me out the door.

Exactly! This practice is especially prevalent on the east side in front of coconuts. I also do not want the proffered palm leaf woven grasshopper.A couple more outstretched hands I do not tip: The young guys who try to "guide" you into a parking space like you are pulling a 777 up to the jetway .
Not all of them.
I don't know the answer to your questions. I believe I am correct but......So far as Pemex liability how about Mega's liability with the baggers? You're saying some of the people pumping gas at Pemex stations do not get paid? Which ones, and how do I tell? Do they have to buy their own uniforms? Why do the employed pump jockeys permit volunteers? Given Mexico's employment laws, how does Pemex not end up in serious trouble if one of these volunteers gets hurt?
