I didn't read really far back. If I am interpreting correctly, you are talking about some kind of anti-theft or theft recovery feature on the Shearwater computers.
My thought was that WHEN you connect it to the Shearwater Cloud app on your mobile device, the app could detect if the computer is reported stolen and the app could send a message to authorities regarding the stolen device and it's current location (since it would have to be within 30 feet or so of your mobile device at that moment and the mobile device would have a GPS built in, as they all do).
If it were lost or stolen and the new "owner" never connected it to the Cloud app to download dives or update firmware, then, of course, you'd never know where it went.
