Even if he could afford it.

If a 17 year old can afford to put gas in their car and pay their cell phone bill it's not a stretch that they could afford a trimix fill. Even doubled up 130s at ludicrous prices would be <$500. I sincerely doubt that would be a barrier to anyone hell bent on getting gas to do something stupid with. Probably the better insurance is that without a gas booster, this just isn't a gas that someone can make at home. Once said moron went to a blender with the necessary equipment to mix this up the onus shifts to the person doing the fill to not sell it.

this certainly is a bit of a strange question since if you really planned to go that deep you would also have to know basics like using some deco-software like v-planner or similar. besides that the statement with the gaps indeed looks like a question out of a book since i just finished my TMx-course I do know them quite well... ;-)

apart from all these facts the "ideal" blend depends not only on your O2 fraction but also on your END you would have to know for the fraction of HE you would like to put in there. if you were really to plan a dive like that and would not know all these bits and pieces of how to plan such a dive you may not want to do it because that would most certainly be your last dive... (sorry to state it this clear but in these depths you don't want to mess with anything, not even your wetsuit ;-))

by the way i just wrote an article concerning learning to tec dive since i just finished my TMx-course as mentioned before. you find a "short" article about that on my website. feel free to comment/like/share :-)
