To became TDI instructor you have to be TDI DM first.

That's simply not true.

To become TDI instructor, you have to be:
1. a recreational instructor (level 2)
2. a tech diver (to the level at which you want to be an instructor)

You then have to go for a TDI instructor development course. One more note is that at the instructor level, it's sequential, meaning that you go first for Nitrox, Advanced Nitrox, Deco Proc, etc... And each one of these requires an instructor development course and a number of issued certificates. Crossovers are allowed from recognized agencies.
