Make an offer on what????
A picture of a cluster of tanks - no idea what the vis is no idea re hydro no idea of condition, no idea of born on date. Even if I wanted to I wouldn't be able to discuss a specific tank and know we were talking about the same thing. i.e. the yellow one third from the right is not specific enough.
Spend 20 minutes and create a list. I might even be interested.
