We get boxes with sheets or pieces of 2" foam as packing material, find some and cut to size, I made one to hold 4 tanks and then run a tie down strap over them.
Doesn't the Expedition have tie down loops?
 
my instructor convinced me to go to Lowes or Home Depot and get a cement mixing tub to hold the tanks from rolling around. They work great and have the added benefit that you can stand in them to get in or out of your gear. They are also cheap and you can get more than one and nest them together when you only need one.
 
I use the Trident foam rack all the time with 2 E8-130's (not as doubles). No problem. The foam smushes aside, no big deal.
