Tank pressure and volume

Hello! Oh boy can't wait for responses

I have 2004 Faber steel HP 120s rated at 3180 + 10% (full at 3498 psi) question is are they 120 cu at 3180 or do they have to be filled + 10%

They're only 120s at 3498. Otherwise at 3180 they're 109s.
