DSS plates are nice but pricey. A less expensive solution would be an inexpensive steel plate like a Dive Rite and a weighted single tank adapter or even use the weighted STA with his AL plate. The STA on the Hollis wing is detachable.
 
The suit I was using was a 7 mil excel.
I was wearing 28lbs in the pools and 30lbs in the ocean. I have a new (to me) Mares Isotherm 6.5 mm suit coming this next week and I'll be picking up an OMS LP 120cuf 2400psi tank so the real weight check will happen this next week and ill report back.
In regard to the AL backplate it was part of the setup when it was initially purchased, so the next step is a steel plate.

UPDATE: So after some suit exchanges and my tank going out for hydro this is whats transpired so far:
Suit:Scubapro Everflex 5/4
Tank: XS HP100 (-10lbs bouyancy full and -2.5lbs bouyancy empty)
5mm boots and 5/3 gloves
BPW: Hollis 2lb aluminum back plate, Hollis S25 wing with slots, Dive Rite basic Harness (2 inch nylon webbing, 2 bent shoulder d-rings, 2 waist d rings, 1 grommet and stainless steel belt buckle), Dive Rite tank straps (2)
and with 15lbs of weight at 600psi with a full 25lb wing I was floating at chin deep and dropped like a stone with my wing defalted.
I will be getting my faber LP 95 this Monday so I'll be needing some changes, but it seems like I'll be taking off some weight any reccomendations?

If I read this correctly, you need a FULL wing with 600 PSI to stay on the surface? Ummm, that's just a bit overweighted, you should be about neutral or very slightly positive on the surface with an EMPTY wing and near empty tank. Something's not right, I bet you're not explaining it correctly. If so, you need to drop at least 10 lbs probably more.
 
Well, if halo and I are reading it right.....then you're overweighted. Removing 10lbs sounds like a great starting point.

Okay my Input:

Currently (until May) I wear a 7mm full suit, 4mm hood, 4mm boots. I dive a Apex WTX3 30lb wing, SS backplate (6lbs) and STA with a Faber Steel 15l tank (on dry land full at 232 bar weighs 24kg) I'm assuming this is equal to a US steel HP120?

With this rig I only need 8lbs of additional weight on cam belt pockets (and I'm a porky 200lbs 6'2" guy), so yes as others say you're overweighted!
