Suggestions for junior diver in La Paz, Cabo area

I'm considering a trip including a 13-year-old junior diver to La Paz and the Cabo area. A primary draw is the sea lion dive, but are there other shallow, fairly easy dives in the area? We might also do a whale shark snorkel trip as well if possible.

I've read a good bit about Cabo Pulmo and San Jose del Cabo, but many of the dives seem to be on the deeper side. We're open to going anywhere in the area that's suitable for a young, fairly new diver.

Any suggestions are most appreciated.
 
The sea lion colony in La Paz has a deeper reef on the north side and a sandy shallower basin on the south. Both sides are suitable for a novice diver if the conditions are good, the south side is better if the conditions are more variable. Whale shark swims are 3 hr trips, they are very close to the bay. La Paz also has a few more novice dive site with good marine life.

There are some good dive sites in Cabo, not a whole lot suitable for novice diver but dive operators will accommodate. You can also book private diving trips there as well.
