Suggestions for 20 year old male travelling alone???

Hi, I'd like to send my son on a scuba holiday for his 20th birthday. He is a novice diver but loves it. He is pretty quiet (not the party animal type). We have a fairly strict budget. I am thinking that Cozumel is a pretty good choice but I have never been there myself (Scuba Club Cozumel??). Any advice would be much appreciated. We are looking at the week of August 20th so he needs to book something pretty soon. Thanks in advance. ps. this is his first trip by himself so we need to keep it simple.
 
Hi I go to Cozumel a lot and it is a great economical place to visit and diving is amazing. It is a very cool place for a young guy to visit. Give Opal an email. Her site is scubamaucozumel.com She will get a great place to stay and put a dive package together for you that will really be easy on your budget. They guys at the shop will look after him really well while diving. They usually are pretty social also and will show him a good time. Just let Opal know. This dive outfit is second to none on the island for fun and professionalism. They are located about a 25 minute walk to town along the ocean. A very cool walk. The shop is located right beside Villa Blanca hotel. Opal can get a spot there for him. It is very comfy. Food all around there and he can walk to food. Or a five dollar cab home if he eats to much. lol. Any way there are many shops that may try to cater to him but I know the guys and Opal very well, they can be trusted. Tell Opal kevin sent ya. I hope his trip is a blast.
 
If you son is a two dive a day type - you will have a hard time beating Cozumel - both for the price and for the diving.
Caveat: Scuba club Cozumel is the only place I have stayed there.

Another choice would be to go with a local dive club on a trip.

Choice #3 Coco View Dive Resort on Roatan Honduras - both Delta and Continental fly directly there (don't know about Canada) This is the place if he wants four - six dives a day!
 
Send him to Utila. Not the best diving ever, but he can surely tkae more courses here for pretty cheap prices. The costs of living here are cheaper (specially for a young guy willing to share a dorm for example), and he can probably stay for 2 weeks or more on your initial budget. There is a party atmosphere, lots of young people travelling alone. I hated it (since Im a 36 year old intolerant bastard), but he will probably love it. LOTS of young people, all of them alone and willing to make new friends. I think he will have more fun than in Cozu. Check out UDC (Utila Dive Centre).
 
Have you considered an all inclusive such as a club med that offers diving? I was a playa blanca when i was just a bit older and had a blast. not sure what they are like now.
 
The all inclusive pacakges are great, no surprises.

I have always done well booking my travel and lodging though Travelocity, and researched dive operations though ScubaBoard.
