Go-Pro is easiest to learn, and even in murky water gets reasonable photos and video. Inexpensive place to start, since most people lose a camera or two trying to juggle all their equipment.
 
Budget? Apart from GoPro, some point and shoots seem to be quite decent in underwater photography.

Either the Olympus TG-5 or Nikon W300 seems to be quite suited for scuba diving, as they offer quite good macro photography in addition to normal wide photography or video-ing.

Best thing I like about both of them is due their tough characteristics making them more durable in scuba use.

Perhaps you can read more on them? I'm in the midst of doing more research before pulling the trigger as well.
