such thing as budget on Tortola???

Hi... I'm going to be in the caribbean in mid august and i have a couple of questions...
I will be travelling on limited funds.

my friend recommended i go diving in tortola and recommended aquaventures:
1. is that a good dive op? if not, is there another recommendation, cheaper?
2. is there such thing as budget accomodations on tortola? i've looked at a few different web sites but cant find anything less than $50 USD per night.
3. if not, could someone recommend something in the budget travel range for the area. I would like to stay away from large quantities of tourists if that is at all possible.

thanks... thats kind of what i've been noticing... my friend got overexcited b/c he had such a great experience there, but he was working on a cruise ship and didnt have to worry about accomodations. i've been looking online for about an hour and If i want to go there, i'm gonna have to be prepared to spend some money.

i'm gonna be in pr so any other location recommendations nearby would be appreciated.
