I feel like I know the answer to this, but i'm not sure, so I have to show my "new guy" skills and ask..

I just purchased a brand new Atomic Z3 off of eBay. I currently have an atomic B1 that has NO first stage....so, can I plug my B1 into the Z3's first stage and use the B1 as an octo?

Yep, assuming the B1 second stage is in good working condition. The Z3's intermediate pressure should be the same as any other Atomic reg, which is what the B1 was designed to work well off.
