orderes a canon A95 ,and a canon underwater housing, now what strobe, base/arm should i order? somthing on the low end! small but not junk. thanks for any input.

In order to get good results you are going to have to spend some money...probably at least as much as you did on the camera and housing put together, if not more.
Look here to get you started and do a search for the ones that interest you the most. Personally, I'd buy a bit more strobe than you think you need - light underwater is good and the strobe can then make the move to a new camera years in the future.
