Stingfish?

This little guy, when you see him, is he a stingfish? Photo is from Lembeh, not sure if he piled this stuff on himself, or some divers kicked up the bottom (is that a rock on him?)

Anyway, I have only maybe once seen something like this, but on coral, at night and thought it was a juvenile or yellow spotted scorpionfish.

I think it's a longspined waspfish:
