I'm packing my stuff up to go diving this weekend. I inflated my BC and noticed a hissing coming from one of the dump valves. I took it apart and am curious how tight should I screw it back on?

Originally I was able to inflate the BC by mouth and get a little bit of hissing, after releasing a bit of air, the hissing stopped. Now I can inflate the BC and just about burst my cheeks, buy no hissing. Are the dump valves overtight? I can still pull on the cord and feel tension.

You really shouldn't be able to make the OPV "hiss" by manually inflating it. I would suspect that maybe the first time you did it the seal wasn't seated all the way - which allowed you to hear it, but after you vented a little air, it reseated properly and now is working as intended.

If you tighten the valved down with your hand, it is hard to overtighten them....as tight as possible by hand should be fine. Make sure to check them periodically.
