Just for clarification, what's your definition of low cost? $100, $200, $300? We can give better advice if we know your budget a bit better.
 
Good starter camera I found is the Olympus FE-230 with the Olympus factory housing... can be had through a variety of places as a bundle package around $300.

Have you looked at the Sticky at the top of the UW Photo area (you can get there via the Pink Link in my signature)? It has a whole list of possible models including links to sample, real life images and discussions on the pros/cons. It's a pretty good starting place.

The Fuji is nice and that's a nice price point.

I like the Canon A series cameras and there are models to suit most budgets.
