I was thinking of building my own tray/light platform and arms. (All aluminum)
I was trying to build one that was not to heavy yet rugged and provided some additional stability.
Below is a rough drawing of my idea. The base would act like a wing to slow sudden tilts and the arms would help with slowing the pans.
Please fire away with any comments.

A wing will give you stability only in calm water.
In a current or turbulence it will have an effect opposite to what you want.

Since this is the DIY section, if you want stability go for a fully enclosed & sealed twin or triple gyroscope system. You could have 2 metal weights spun by very small motors to a high rotational speed. It wouldn't matter if you need a couple of minutes to come up to full speed or to slow down. If each one was mounted inside a frictional gimbal arrangement you could have finger tip panning control.
