I assume the fogging you are getting is when putting it on above water and there may be a little moisture which when heated up by the sun will produce fogging on the inside of the dome. Same is likely with any external filters but once you go underwater this gap will be completely filled by water so this fogging will only be an issue out of the water. The housing itself may still get fogging which you need to deal with and there have been quite a few threads regarding this and how best to avoid it but once you go underwater the fogging I think you are talking about will be cleared.
