Most states require a fishing license, which is good for any method of recreational fishing.

In Florida you can only spear in salt water. You go to http://myfwc.com/marine/regulation.htm for all the information.

I'd google search for the official Mass website, it shouldn't take you long to find the regulations from there.

Is there a special licence for the the use or purchase of a spear gun in Mass?

Oh please don't give the lawmakers any ideas..I know guys who own 8-10 spearguns. I have at least 15 ticklesticks and lobster loopers. If we had to pay a yearly tax or license on them, I'd be broke,,,then hungry!!
 
I live in MA, and started spearfishing at the end of last summer. There is no permit required YET in MA for spearguns. Does your LDS have any spearfishers working there? I was lucky, all the guys at the shop I frequent are avid spearfishermen. Mostly freedivers, but a couple do it on scuba. The advice I have been given by them has been great. The owner of the LDS even showed me how to properly fillet the first fish I caught, and yes, it isn't as easy as it looks.

As a lobsterman, (I am guessing here in MA waters), you are well aware of how stringent they are about the fishing laws, so just be sure to get a copy of the fish limits and sizes. I have marks painted on my gun, to show the legal limits for the fish I will be catching. Another good tip shared by the LDS guys.
